Parliament LIVE: The Lok Sabha on Thursday approved The Protection of Children from Sexual Offences (Amendment) Bill, 2019, which seeks to provide death penalty for aggravated sexual assault on children. Women and Child Development Minister Smriti Irani said the legislation aims at making offences against children gender neutral. The Lok Sabha also cleared the amendments to the Insolvency and Bankruptcy Code, with the government asserting that the spirit behind the law is not to allow companies to die.
The Rajya Sabha on Thursday passed The National Medical Commission Bill, 2019, which will replace the corruption-plagued Medical Council of India (MCI) with a new body. The step has been described by the government as one of the biggest reforms for medical education in the country. The Unlawful Activities (Prevention) Amendment Bill, 2019, was also moved in the Upper House in the backdrop of opposition parties alleging that legislations are being bulldozed through Parliament.Read More

The Protection of Children from Sexual Offences (Amendment) Bill approved by Parliament today seeks death penalty for aggravated sexual assault on children.

Responding to the debate on  Bill Women and Child Development Minister Smriti Irani said it aims at making offences against children gender neutral. “The Billdefines child pornography, making it punishable. Responding to the debate on the Insolvency and Bankruptcy Code (Amendment) bill, Finance and Corporate Affairs Minister Nirmala Sitharaman said the liquidation of a company is not the sole agenda of the Insolvency and Bankruptcy Code.

As many as seven sections of the Code are to be amended. Once the Corporate Insolvency Resolution Process (CIRP) begins, it has to be completed in 330 days, including litigation stages and judicial process, the minister said, citing proposed amendments. Read the full report

AIADMK ‘totally rejects’ NMA Bill over NEET, NEXT exams and says that the Tamil Nadu students are tested on the CBSE syllabus in a combined entrance test for all medical colleges instead of the state board’s syllabus. In tune to this, the  government should first introduce a standard education policy and system across the country and only then can they impose a common entrance test across the country, the party MP says.

The NMC Bill has stirred unrest as doctors across the country have called for an indefinite strike against it. The number of doctors striking could go up to 10 lakh. The bill was passed by the Lok Sabha on July 29 as thousands of doctors protested across the country against it. The bill provides for setting up of a National Medical Commission in place of MCI for development and regulation of all aspects of medical education, profession and institutions.
Further, IUML’s ET Mohammed Basheer has given notice for adjournment motion over the car crash of Unnao rape survivor. AITC’s Sougata Ray has also given an adjournment motion notice over the “harassment by I-T officials that led to VG Siddhartha’s death”.​
Besides, Rashtriya Janata Dal (RJD) MP Manoj Jha has given a Zero Hour Notice in the Upper House over “setting aside the principle of social justice in the ongoing admission process at universities”.
BJP MP Harnath Singh Yadav, too, has given Zero Hour Notice in the Rajya Sabha over “alleged disrespect shown to Hindi and other languages in Union Public Service Commission (UPSC) competitive exams”.
The Centre has also indicated that it may consider extending Parliament’s ongoing session till August 9 if there is any business left.
